(Newark, Del.) – New Castle County Head Start, Inc.(NCCHS) announces the release of a position statement in response to the growing support for Universal Pre-K in Delaware. Universal Pre-Kindergarten, Universal Pre-K or UPK provides early education opportunities to all children regardless of income or risk factors.
The position statement asserts “...gains from prekindergarten education are greatest for children who otherwise would not have access to high-quality preschool,” and “…investing in prekindergarten for families who afford early-learning programs yields little to no return on investment (ROI) for taxpayers.”
“We believe there is a lot of misinformation about the benefits of a Universal Pre-K in Delaware,” comments Donzell Harmon, Chairperson of the NCCHS Board of Directors. “We feel compelled to share our position and educate taxpayers on the significant tax burden of Universal Pre-K.”
